No, based on Article 29, the authorisation holder can decide whether to include certain H- and/or P-statements on the label.

In the CLP conversion decrees, the Ctgb has included the following text: Based on Article 29, CLP Regulation (EC) 1272/2008 provides a number of exemptions for substances and mixtures in small packaging units (generally smaller than 125 ml) or packaging units that are otherwise difficult to label. The exemptions give the authorisation holder the option of leaving out the hazard and/or safety recommendations, or the pictograms that are normally required based on the CLP Regulation.
