Appendix C - Comparative Assessment
In some cases it is possible to use a comparative assessment. A comparative assessment is restricted to products based on existing active substances not yet been approved according to Biocide regulation 528/2012 (BPR). A comparative assessment can be used for one or more of the aspects of the product assessment (e.g. risk for user, risk for the environment).
In the comparative assessment the risk of the new product is compared to the risk identified by Ctgb in the risk assessment of a product already authorised (the “reference product”).
In case the risks of the new product are comparable or less then the risks of the reference product, it can be concluded that the new product can be authorised as well.
